Originally built in 1871 as the home of civic leader Henry Bishop Perkins and his family, this Victorian Italianate mansion features stained glass skylight, marble fireplaces, hand cut crystal chandeliers, and intricate woodwork, and has served as Warren's City Hall since 1934.

The building is open Monday-Friday during regular business hours. A self-guided walking tour brochure can be obtained from the Trumbull County Tourism Bureau located next door at 321 Mahoning Avenue NW in downtown Warren.

2018: Perkins Historical Property Restoration Project

Warren’s Perkins Site (circa 1871) is comprised of the Perkins House (AKA the Mansion), the Perkins Business Office, and the Perkins Carriage House. The Perkins Mansion is an elegant 20-room red brick house built in the ornate Victorian-Italianate architectural style. The Perkins family had important associations with state and national politicians and entertained many foreign dignitaries and public figures, including five United States Presidents: Ulysses S. Grant, James A. Garfield, Rutherford B. Hayes, Benjamin Harrison, and William McKinley. The vast majority of the Save America's Treasures grant project (P19AP00573) was focused on the exteriors of the three buildings, with the main effort on the largest structure, the Perkins House. Work included masonry and roof repair, ADA accessibility improvements, HVAC upgrades, foundation work, and exterior wood repairs and painting. Portico and main entry renovations were made to the main house, and entry improvements were also made to the Carriage House. The Perkins Property was listed in the National Register of Historic Places in 1974 at the national level of significance. This project is matched by $1,100,000 from the City of Warren.

Strange happenings occur inside Warren's City Hall. It is haunted by the ghost of a woman who was responsible for her nephew's death. She roams the grounds looking for him, calling his name. The building used to be the Perkins family mansion in the 1800s. After discovering his son's body hanging from a tree, the father hanged himself in the home's office. Multiple people have called the police after seeing someone looking out of the window of City Hall. The police search the building only to find no one inside.
